[Evergreen-catalogers] Hiding fields in the Holdings Editor

We know that users can hide unused attributes from the holdings editor by
unchecking them in the Defaults tab, as described here: Using the Holdings
Editor

We used to be able to hide these for the whole consortium, with individual
libraries able to hide additional ones if appropriate.  Is there still a
way to do that?  How do you manage attributes that aren't used?
