[Evergreen-catalogers] bibliographic record notes

Hi Jennifer,

Thanks for the explanation. I'm not certain we'll make use of them. For one
thing, the staff would need to know to read the note for the instructions
to use a monograph part, and the tab doesn't seem to draw attention to
itself that a note is present.
