[Evergreen-catalogers] 3.8 UPDATE_COPY permission and system wide shared shelving locations

Hi Elaine, et all,
Just to clarify, the problem is not editing the locations themselves, it's
editing item records.
When editing or creating an item record in the Holdings Editor (angular and
pre-angular), the shared locations are not available in the Location
selection list unless their UPDATE_COPY permission is set to 0. Staff could
only see locations if they were owned by their workstation library.
