[Evergreen-catalogers] Test site available for Item Tag Scoping Fix

Yes - I just tried logging in with the sl1mscott / maes1234 account and it
worked. If you had an old workstation set up for that server from a
previous test period then you might need to clear it out and create a new
workstation.
