[Evergreen-circ] permission to exceed checkout limit

Hi, Jason -

How do you mark something as "used?"

I did create an uncataloged in-house use item of Door Count.

But when I try to check out a number over 99 (which is also puzzling since
our limit is 100, not 99), I am blocked. I want to be able to run a report
for our nine branches each month to find door count rather than the
branches reporting the number individually.
