[Evergreen-dev] New LP tag: bootstrap-blocker

Hi,

I have defined a new tag, bootstrap-blocker, for identifying bugs that
should be resolved before the Bootstrap OPAC skin becomes the default.
I've seeded it with some bugs I've filed about new features in 3.6 that
made significant changes to TPAC templates:
