[Evergreen-dev] 3.10.4 & 3.11.2 Releases

I have a few minutes right now, so I'll take care of putting 3.10.4 on 
the downloads page and do the git stuff for 3.11.

I can send an announcement probably this evening.

I'm helping my daughter move out of college today.
