[Evergreen-general] Restricting Circulation for Certain Items by Home Library

We use hold policies to restrict AV and other formats to system only
patrons.  Basically, only items with a circ modifier "book" in PINES can
have hods placed outside the owning system.

Since PINES policy has always been that any patron can go to any library in
PINES and check out any item there, Evergreen wasn't developed to restrict
checkout by library -- I don't know that it would have occurred to us when
developing Evergreen to have included the functionality, even though our
goal was to develop an ILS that had few built in restrictions on library
policy. (Equipment is sometimes restricted to library patrons but that is
enforced at the circ desk and not with ILS policy restrictions.)

Keep in mind that with holds, Evergreen interprets the pickup library for a
hold as the user's home library. Since patrons can have a different pickup
library than home library, and can change their pickup library as needed,
this can mean that a patron within your consortium/system can select a
pickup library that effectively allows them to violate your holds policies.
I am an example of this -- with COVID restrictions PINES staff have been
working from home, so I changed my hold pickup library to a local PINES
library, keeping my home library as the state library. As a result, I can
place holds on age protected items in the pickup library's system, DVDs,
and audiobooks. I was not able to place those same holds when my pickup
library was the state library.
