[Evergreen-general] Group Penalty Threshold: PATRON_EXCEEDS_LOST_COUNT

Hi Jordan,
You can have different thresholds, but they only apply and appear at the
branch or system where they are configured. See Benjamin's in his original
email - because these two branches have the group penalty configured on the
branch level, if a patron has a lost item at branch A, the penalty only
applies at Branch A. Staff logged in at Branch B would not see the penalty
message.
As Erica said, the threshold would have to be configured only at the System
Level to be honored at both locations, or at the consortium level to have
it honored across the whole consortium. Bibliomation libraries decided that
the flexibility of having their own thresholds was more important, but
ideally would like to be able to see and honor blocks from other libraries.
We do have a block of 1 lost item at the consortium level.
