[Evergreen-general] Changes in Chrome's handling of old tabs

Note that this functionality was originally provided by the Chrome
extension, The Great Suspender.  While the original version was considered
safe, the latest version is considered malicious; however, there's a fork
of the last known safe version available at Github:
https://github.com/ITTakes2/thegreatersuspender

It works fine with the Chrome engine based browers I've used, Vivaldi and
Brave.  It also allows you to exclude sites, tabs with unsaved form input,
etc.  For those of you who are like me and eschew Chrome but would like
this memory-saving feature, this is a great alternative.
