[Evergreen-governance-l] Bylaws - Question about Dues, Fiscal Year

Question -

Does it restrict us from charging dues to our membership if our bylaws don't
clearly state that we plan to charge dues? (I know that hasn't been
determined yet; just wondering if/when it is decided to charge dues, if a
bylaws change would be required.)

Also, in reading through this 501c3 bylaws how-to, they mention fiscal year:

Tips

* An organization's bylaws often include the organization's fiscal year,
which is required by the IRS for some tax-exempt organizations.

I'm not sure how much the Software Freedom Conservancy's governance
structure influences ours (if at all).
