[evergreen-outreach] annual report checkout process

Yeah, I have no idea who it was and it may be that Scribus does some kind
of file time stamping that's responsible without any real changes.  I don't
have the experience with it to know at this point but it scared me a bit
and I thought a reminder would be good, especially as we're hoping to
expand contributors using the files in the future.  Thanks for the heads up
though, that might well have somehow been it.
