[OPEN-ILS-DEV] Staff client self-check/express-check mode

My local PL has this sort of self-check unit now: a PC, a barcode scanner,
and a receipt printer. Well, it has those in the branches. Central library
has the expensive terminals with the desensitizers.

Branches don't need to desensitize materials because they don't have
security gates. You can imagine what happens when I bring PL books to work
to read at lunch and then try to leave at the end of the day.
