[OPEN-ILS-DEV] Staff Client splash page - adding function links

I've been working on improving that very page. Attached is my re-worked page
as an example. (All of the interesting stuff is in the javascript.) If you
load this onto a test server you'll get plenty of dead image links, but
everything should still work.
If you want to add a new feature, you can just load up C:\Program
Files\Evergreen Staff Client\build\chrome\content\main\menu.js and see how
that feature is implemented in the client menu code. Most of them are very
simple, but things like changing the current user are much more involved. (I
had toyed with putting it on this page, but haven't taken the time to fight
with it.)
