[OPEN-ILS-DEV] Lost on setting up 2 libraries, 2 branches in a consortium

I am trying to set this up:

State MA Agency
    State Lib MA 1
        State lib MA 1 br 1
        State lib MA 1 br 2
    State lib MA 2
        State lib MA 2 br 1
        State lib MA 2 br 2
State ID Agency
    State Lib ID 1
        State lib ID 1 br 1
        State lib ID 1 br 2
    State lib ID 2
        State lib ID 2 br 1
        State lib ID 2 br 2
State XX Agency
    State Lib XX 1
        State lib XX 1 br 1
        State lib XX 1 br 2
        State lib XX 1 br 3
    State lib XX 2
        State lib XX 2 br 1
        State lib XX 2 br 2
     State lib XX 3
        State lib XX 2 br 1
        State lib XX 2 br 2 

Where Certain states can see and others cannot see, holdings of states.
Like above, MA can see MA and XX holdings, ID can only see their own,
etc.


I can't seem to get any of it to 'stick'

Is there a tutorial somewhere to setup the hierarchy and holdings
permissions?  I cant seem to get Organizational Type, Units to stick.
And some places I see the examples still listed, someplaces I see my
items listed, just seems a bit confusing.

I also can't get things like location/collection and other local admin
stuff
to work because it doesn't see libraries.

And ideas or a tutorial or book I can read?
