[OPEN-ILS-DEV] Serials subscription ownership

With the recent and (hopefully, nominally) final changes to the
serials schema, we lost a bit of info: the owner of the subscription.
Before, with subscription sitting behind the SRE, we could infer the
subscription owner from the SRE owner.  Now, it needs its own.

So, I'm going to add that RSN. Heads up!
