[OPEN-ILS-DEV] Submitting: Patch for offline_checkout.xul and lang.dtd to allow for 21 and 28 day "date helper" objects

All,

Just a minor patch here.  We use 7, 14, 21 and 28 day circulation durations here in Indiana.  Hoping we might see these rolled into a future release of Evergreen!

In our opinion, it makes sense to have 3 and 4 weeks, if we're going to have 1 and 2 week durations!
