[OPEN-ILS-DEV] Evergreen 2.2 staff client and XULRunner 10.0.4

I have a branch (needs updating) for "new_xulrunner" work. There is a  
lot more than just changing the numbers in application.ini.

I would, at this point, say "2.2 is incompatible, and will remain  
incompatible, with XULRunner 4+".
