[OPEN-ILS-DEV] Feature Proposal: New Tab

Hello Evergreen Developers,

I've developed a feature which opens a new tab when the user clicks on a
search result. The implementation is a javascript function in table.tt2
which is called from the result title link. This allows users to retain
their search results in the original tab instead of going back or
performing the search again.

There is also a bug report from when we first wanted to bring this feature
to the community's attention:

I'll be posting the code in a branch on github for review once it's updated
