You'll find the templates in the "template" column of the
"action_trigger.event_definition" table. I seem to recall having
problems editing the notice templates as well, although in my case I
found that the library for which I was editing the template always
switched back to CONS (I think that's what was happening, anyway...
memory from way back in April is fuzzy).
I ended up just editing the pertinent templates directly in the DB via
good old SQL, but obviously this is something that we need to fix.
