[OPEN-ILS-GENERAL] Problem activating orders after importing records via acquisitions

Hi all,

A while back, I had reported a problem loading records via acquisitions,
http://markmail.org/message/wtigj3pfdeructnq, and Bill Erickson had
discovered that the problem was related to the fact that the line items were
given a status of order-pending instead of pending-order. I was attempting
to load records through acquisitions again, and I'm still unable to get the
PO to become activatable, even after adding pricing to the lineitems. 

After loading the records, I noticed that the state of the entire PO is
on-order. When manually creating a PO, the state is usually pending and
doesn't change to on-order until after you activate the order. Could this be
the source of the problem?
