[OPEN-ILS-GENERAL] No Matchpoint error on checkout 2.3.5

Hi Geoff,

Have you checked your Circulation Policy Configuration table to make sure
there's a line in the table for items transiting from another branch?
 That's what is sounds like to me.....at first glance....
