[OPEN-ILS-GENERAL] Circulation policy setting - circulation duration rules

Many thanks to both of you for the ideas :-).
As Thomas suggested I have updated renewal rule in circulation policy sets
(although I have done it in staff client and set the there the „renewals“
value to „unset“). The problem has been solved by that and now
circulation duration rules are applied correctly to each patron permission
group.
