[OPEN-ILS-GENERAL] Problem registering new patron

Hi Dawn,
in original state is our EG set with shorter org tree. Cons - Branch. No
editable fields in registration form are visible.
After changing org tree to classic layout cons-sys-branch everything work's
fine.
