[OPEN-ILS-GENERAL] [OPEN-ILS-DEV] Hack-A-Way 2016 Selection

I like the idea of them getting bonus points for being a previous host and
for being very forward thinking.  And I do applaud their proactive approach
but I don't want to discourage others from hosting as well.
