[OPEN-ILS-GENERAL] Billing types - why can't I see them?

Hi Jennifer,

This doesn't really answer your questions (sorry!), but in looking at 
your billing types, it seems odd to me that your Lost Materials and Lost 
Materials Proc Fee are owned by ATS and not the consortium (I'm assuming 
ASLAN is the consortium).

Those are stock system-generated billing types that are typically owned 
by the consortium.

I've attached a screenshot of the stock billing types for your reference 
that I took from the community demo server. All of the billing types 
listed in that screenshot, with the exception of Misc, are the 
system-generated ones.
