[OPEN-ILS-GENERAL] Expiration of Holds Shelf Holds

The staff I talked to insisted that it happens "by itself," but now I am more certain that someone is messing with Clear Holds Shelf so it looks like this is a training and not a configuration issue (though disabling Clear Holds Shelf sounds like a nice option). Thank you, everyone.

And a third way, from menu Circulation -> Clear Hold Shelf (which does the clear shelf action directly).
In our consortium, we disable that menu option via customization to prevent staff from inadvertently using it when they don't intend to (since the menu option is close by the other ones you may want).
