[OPEN-ILS-GENERAL] Problem loading report inteface

Hi,

thanks a lot for the hint. The fm_IDL.xml files seem to be the right track:
Both files are really different - however, I don't' think the differences
are related to localization (in a fact, I don't see any signs of
localization).
