[Board] Updated governance page

We had sort of floated some administrative change ideas awhile ago, and I'd
like to see a revision of the bylaws--purely to update out-of-date info if
nothing else--and their method of storage be considered along with those.

For example, there's also references to the Evergreen Oversight Board in
the doc, in addition to what Jeanette also listed below. I also don't think
a Git repo is the right place for this document; I think it presents an
unnecessary barrier to keeping it updated. Any changes made to the document
would be reflected in the meeting minutes where the changes were approved,
and it doesn't change often enough to make it difficult to keep a copy of
the previous incarnation(s) of it.
