[Evergreen-general] Group Penalty Threshold: PATRON_EXCEEDS_LOST_COUNT

Good Morning Benjamin,

If you remove the individual library thresholds and keep the threshold set
at the system level, it will display the lost threshold at any branch
within that system. However, this modification isn't retroactive to your
patrons' existing penalties.
