I'm a fan of the calendars being collapsed into one.  Now that TEP has GSuite that's being managed and has multiple users, it allows for just what Kathy describes - one community calendar with man admins.  Or to your other point, several calendars still managed by the TEP Google org (and the people that make it up) that are easily compiled, but also allow for people to subscribe to individual ones.  My brain has now officially broken.

I have a vague recollection of a calendar (web team maybe?) that suddenly became inaccessible because the admin for the calendar left the community. If we had one community calendar with many admins, we wouldn't need to worry about a similar situation and it would be easier to keep tabs on who the admins are. I don't think we're busy enough to warrant separate calendars, but I may be a bit biased because I add all the community calendars to my Google calendar anyway. There may be people who only want to add the calendar for one committee / group.

If you have access to the calendar, you should be able to see who else has access, even if you aren't able to add anyone else to the calendar. Have you looked at the "Settings and sharing" section of the calendar?
